Advocating the consumption concept of green and environmental protection, developing new eco-environmental materials, formulating relevant environmental protection laws and regulations, standardizing the behavior of manufacturers and consumers, improving the recycling system, and constantly improving the utilization level of waste plastic resources relying on scientific and technological progress have become the contents of the development of green plastic industry. I. Development Status of plastic recycling industry 1 According to the figures released by Worldwatch Institute, the recycling rate of plastic products in the world is less than 10% every year. The recovery rate in Europe is relatively high. According to the annual report released by plastics Europe, the recovery rate of plastics in Europe, including material recycling and energy recovery, exceeded 50% in 2006, an increase of 3% over 2005. Among them, the monthly recycling accounts for 19%, and the energy recovery accounts for about 31%. Seven European countries (Switzerland, Denmark, Germany, Sweden, Austria, the Netherlands and Belgium) achieved a recycling rate of 80% in 2006, but half of the EU member states still have a recycling rate of less than 30%. This is the third environmental protection directive for electronic and electrical products issued by the EU after the RoHS directive and WEEE Directive, and the monitoring scope is broader. The EUP Directive requires electronic and electrical products to use non-toxic, low energy consumption, non polluting or slightly less polluting raw materials, and renewable and recyclable materials to improve resource utilization. It stipulates that electronic and electrical products can enter the European market only after obtaining certification. EuP Directive introduces "green manufacturing" into the whole life cycle of products, including "green raw materials, green design, green production, green packaging and use, green recycling and treatment", among which "green raw materials" and "green packaging and use" will have a significant impact on the plastic products industry
